How Supported Living is Funded

In supported living, care and housing costs are always separated. This is a fundamental feature of supported living and means that the person's tenancy and their care package are funded independently of each other.

This separation gives the person greater choice and control over both their home and their support.

Local Authority Funding

Many people who need supported living services are eligible for funding from their local authority (council). To access local authority funding, the person will need a care and support assessment under the Care Act 2014, carried out by a social worker or care manager. If the assessment determines that the person has eligible care and support needs, the local authority will arrange and fund a support package. The level and type of support provided will depend on the person's assessed needs and the local authority's eligibility criteria.

Personal Budgets and Direct Payments

If you are assessed as eligible for local authority funded care, you may be offered a personal budget. This is the amount of money the council has allocated to meet your care needs. You can choose to receive your personal budget as a direct payment, which gives you the money directly so you can arrange and pay for your own care. Many people use direct payments to choose their preferred care provider, including Winsome Care Ltd, giving them greater control over who supports them and how.

Self-Funding

Some people choose to fund their own supported living services privately. This may be because they do not meet the eligibility criteria for local authority funding, because they prefer to arrange their own care without local authority involvement, or because they wish to have more flexibility in the type and level of support they receive. Winsome Care Ltd welcomes self-funding clients and can provide a clear breakdown of costs before support begins.

NHS Continuing Healthcare (CHC)

In some cases, people with complex or intensive health needs may be eligible for NHS Continuing Healthcare funding. CHC is a package of care arranged and funded solely by the NHS for people who have a "primary health need." If you believe you or your family member may be eligible for CHC, we can help you understand the process and support you through the assessment.

Housing Costs

Housing Benefit

In supported living, the person holds a genuine tenancy with an independent housing provider. The rent for their property is usually covered by Housing Benefit, which is administered by the local authority's housing department. Housing Benefit is means-tested, but many people in supported living are eligible. The housing provider will usually help the person apply for Housing Benefit as part of the tenancy setup.

The Separation of Care and Housing

At Winsome Care Ltd, we do not own, lease, or manage any housing. The person's tenancy is with an independent housing provider, and their care is provided by us. Rent and care charges are always invoiced separately. This separation ensures that the person has genuine tenancy rights and can choose to change their care provider without losing their home.

Winsome Care Ltd's hourly rates are competitive and transparent. We offer different rates for private and self-funding clients and for local authority commissioned packages. Rates vary depending on the time of day and type of support required. All rates are fully inclusive of staff pay, employer contributions, training, supervision, quality assurance, and management overhead.
